The Trinidad Reservo~r be operated by the Bureau of Recla- <br /> <br /> <br />mation for irrigation and other purposes in accordance with rules for <br /> <br /> <br />flood control prescribed by the Secretary of the Army. <br /> <br /> <br />e. The accumulation of stream flow records be continued at the <br /> <br /> <br />following stream gaging stations: On the Purgatoire River at Trinidad, <br /> <br /> <br />at Alfalfa, at Ninemile Dam, at Highland Dam and at the mouth; stream <br /> <br /> <br />gaging stations be established and records accllinulated on San Francisco <br /> <br /> <br />Creek at the mouth and Frijole Creek at the mouth or at such other <br /> <br /> <br />points as may prove to be necessary in the furtre; and that quality <br /> <br /> <br />of water samples be taken and records accumulated at the Alfalfa and <br /> <br /> <br />Ninemile Dam stations. <br /> <br /> <br />f. All necessary agreements or contracts be negotiated to per- <br /> <br /> <br />mit operation of the irrigation capacity of the Trinidad heservoir in <br /> <br /> <br />accordance with the conditions specified ~n recommendation c and to <br /> <br /> <br />provide for equitable distributimn and most efficient use of the water <br /> <br /> <br />supply made available by the project to all lands served by the proj- <br /> <br /> <br />ect. <br /> <br />g. Contracts be negotiated by the Secretary of the Interior, on <br />behalf of the United States, with a District or Districts representing <br />the project water users, prior to the start of construction, for the <br />delivery of water supplies at equitable prices which would pay annual <br />
