Under existing law and policy of the State of volorado a con- <br /> <br />, <br /> <br />servancy district should be established comprising all lands and real <br />property to be benefitted by the proposed irrigation development. The <br />net proceeds from an annual mill levy on all real property in the con- <br /> <br />servancy district should be used to supplement payments by water users. <br /> <br />49. To encourage efficient use of water and lands and to achieve <br /> <br />equitable contractual arrangements with the conservancy district and <br /> <br />the water users, water delivery charges or annual payments by the dis- <br /> <br />trict should be within the payment capacity of the water users, related <br /> <br />to quantities of water delivered, and varied according to annual changes <br /> <br />in agricultural prices. <br /> <br />,0. although ample capacity will be provided in Trinidad ~eservoir <br /> <br />for the deposition of sediment, sound land management and erosion control <br /> <br />should be undertaken in the Purgatoire River watershed, particularly in <br /> <br />any areas that may be major contributors of sediment. <br /> <br />RECOM1AENDATIONS <br /> <br />51. Recommendations.- It is recommended that: <br /> <br />a.
