The available storage <br />for both reservoirs during the winter months is equal to the capacity of Elephant Butte <br />Reservoir, 2,065,000 af minus 25,000 af that Reclamation reserves for operational <br />flood control space (50,000af during irrigation season), plus the capacity of Caballo <br />Reservoir, 331,510 af minus 100,000 afofflood control space, or 2,271,510 af. <br />A full allotment was declared by Reclamation in December 1995 for the 1996 irrigation <br />season, This was the eighteenth consecutive year that a full allotment has been' <br />declared, A full allotment was also declared in December 1996 for the 1997 irrigation <br />season. <br /> <br />22 <br /> <br />I <br />
