<br />The EI Paso Field Division in EI Paso, Texas, and the Elephant Butte Field Division in <br />Truth or Consequences, New Mexico, were jointly responsible for operations of the Rio <br />Grande Project during 1996, The Elephant Butte Irrigation District and EI Paso County <br />Water Improvement District No. 1 operated the Reclamation reserved works along the <br />Rio Grande, including Percha Diversion Dam, Leasburg Diversion Dam, and Mesilla <br />Diversion Dam in New Mexico, and the Riverside Diversion Coffer Dam in Texas. The <br />Elephant Butte Irrigation District maintained the three diversion dams in New MexiCo <br />under a contract with Reclamation. The International Boundary and Water Commission <br />operated and maintained the American Diversion Dam and American Canal which are' <br />used along with the International Dam to separate the U,S, waters and deliver irrigation <br />water to Mexico. The EI Paso County Water Improvement District No.1 operated and <br />maintained the diversion into the Riverside Canal in Texas. The Riverside Diversion <br />Dam failed June 9, 1987, after high flood control releases in the Rio Grande. The 82-year average annual inflow, measured at San Marcial <br />(FW + LFCCl, is 883,000 af. The actual 1996 March through July runoff, measured <br />at San Marcial (FW + LFCC), was 132,000 af which was 26-percent of the 30-year <br />average of 501,000 af. During 1996,647,000 af of water was released from <br />Elephant Butte Reservoir. There was a release of 774,000 af to meet the irrigation <br />requirements of project water users from Caballo Reservoir. <br /> <br />".' <br /> <br />21 <br />
