"':'. ~,,': '. <br />;J:';:_;:}',_~/ <br />'::;'.::~.;.:~:' <br /> <br />ll003lf3 <br />House Journa1--111th Day--Apri1 29, 1991 <br /> <br />Page 1797 <br /> <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />47 <br />48 <br />49 <br />50 <br />51 <br />52 <br />53 <br />54 <br />55 <br />56 <br /> <br />WHEREAS, Mesa County, Colorado contains uniquely climated <br />agricultural land which has enabled Mesa County, the Western <br />Slope, and the, State of Colorado to become 1eaders'in the <br />production of peaches and to become important producers of <br />wine grapes and wine; and <br /> <br />WHEREAS, The federal Bureau of Reclamation <br />High1ine Canal which passes through 38 miles of <br />agricultural land in Mesa County; and <br /> <br />owns the <br />the rich <br /> <br />WHEREAS, The Bureau of Reclamation has proposed widening <br />the High1ine Canal to line the Canal with a membrane as part <br />of the Bureau's program to lessen the salinity of the Canal <br />and the Colorado River and as part of that plan has proposed <br />taking many acres of rich Mesa County agricultural land which <br />is currently in production or which could be put into <br />production; and <br /> <br />WHEREAS, The final Environmental Impact Statement for the <br />Canal salinity control project definitively states that the <br />project may feasibly be completed within the Canal's current <br />easement; and <br /> <br />WHEREAS, The Farmland Protection Policy Act of 1990 <br />requires Federal agencies to: (a) use certain criteria to <br />identify and take into account the adverse effects of agency <br />programs on the goal of preservation of farmland; (b) consider <br />alternative, less intrusive and less adverse actions; and (c) <br />ensure that the agency programs, to the extent practicable, <br />are compatible with local programs and policies to protect <br />farmland; and <br /> <br />WHEREAS, The proposal of the Bureau of Reclamation to <br />obtain a larger easement along the High1ine Canal to carry out <br />a plan to line, the Canal with membrane and to thereby remove <br />from production many valuable acres which currently do or in <br />the future could produce peaches and grapes is contrary to the <br />goals of both the Federal government and of the State of <br />Colorado; and <br /> <br />WHEREAS, The lining of the Highline Canal to further the <br />reduction of salinity in the Canal and in the Colorado River <br />Is a laudable goal which may be achieved without widening the <br />Canal and obtaining a larger easement and may be achieved by <br />utiliZing a different design for the Canal and retaining the <br />present easement for the Canal; now, therefore, <br /> <br />Be It Resolved by the House of Representatives of the <br />Fifty-eighth General Assembly of the State of Colorado, the <br />Senate concurring herein: <br /> <br />That, the General Assembly resolves to request that the <br />Bureau of Reclamation pursue a different design for the lining <br />of the High1ine Canal in Mesa County, Colorado, consistent <br />with the final Federal Environmental Impact Statement that <br />includes keeping the Canal within its present easement and <br /> <br />~r:;;:;'~:::~,~::;"~\:; <br /> <br />:~:'.-".: )-~.~,~~; -'-;.:> ..;~...' <br /><~'" . . -'.. - <br /> <br />..,-,.'. <br /> <br />., .' <br />.' .'. <br /> <br />., ' <br />. .~ .-". :.- <br /> <br />t?;;~f~~:}~:t,C~:2~J1;~ <br /> <br />.'-..;....:.. <br /> <br />.....'.. <br />.-.... <br /> <br />.~ r .~ .' _ . . <br />''--:.: . .;:....'.-... <br /> <br />.
