<br />.l",:"-f} <br />. fJ IlII () d <, <br /> <br />Enalewood Cabin-Meadow Creek Proiect (Meadow Creek Reservoir) <br /> <br />In the early 1970's, the City of Englewood, in conjunction with American Metals Climax <br />(Climax), constructed a collection system to divert waters from other tributaries of the Fraser <br />River, specifically, Meadow Creek (25 cfs), Trail Creek (25 cfs), Hurd Creek (25 cfs). Hamilton <br />Creek (70 cfs), Cabin Creek (70 cfs), and Little Cabin Creek (70 cfs). The reported capacity of <br />the pipeline is 25 cfs from Meadow Creek to Hurd Creek, 40 cfs from Hurd Creek to Hamilton <br />Creek and 60 cfs from Hamilton Creek to the Denver system. There are stipulated minimum <br />bypass flows at each of the diversion structures, all of which are relatively minor. <br /> <br />All of the water rights were adjudicated in 1937 and granted an appropriation date of July, <br />2, 1932 (Administration-t.lo. 31259.30133). The water rights are slightly junior to Denver's Fraser <br />River Diversion Project water rights, although they are not located on the same tributary streams. <br />The Englewood Cabin-Meadow Creek system is a connected to Denver's Ranch Creek Collection <br />system where it is subsequently conveyed through the Moffat Tunnel for use on the East Slope. <br />On the eastern slope, Englewood historically received delivery of its Cabin-Meadow Creek water <br />pursuant to an exchange agreement with Denver in which the transmountain delivery of water to <br />Denver's North Side system was exchanged for delivery to Englewood from Denver's South Platte <br />River sources. <br /> <br />A major component of the Englewood Cabin-Meadow Creek System is Meadow Creek <br />Reservoir (WOlD 513686), constructed on Meadow Creek at the northern end of the system. The <br />reservoir has a total capacity of 5,700 acre-feet, of which approximately 5,370 acre-feet is active. <br />The reservoir has an absolute storage decree is for 5,100 acre-feet (July, 1932 priority date) and <br />a conditional decree for 294 acre-feet (May 29, 1923 priority date - Administration No. <br />34241.26811). Meadow Creek Reservoir is used to provide regulating and carryover storage for <br />the project. <br /> <br />Historically (prior to 1995), the first 3,000 acre-feet in Meadow Creek Reservoir were <br />reserved for Climax as a source of replacement water for the operation of the Henderson Mill <br />(WOlD 511070) in the Williams Fork River basin. The Henderson Mill water rights are junior to the <br />water rights used by Denver at its Williams Fork Collection System in the headwaters of the <br />Williams Fork basin. Pursuant to the exchange agreements between the three parties (Denver, <br />Climax and Englewood), Climax had the right to use up to 3,000 acre-feet of its water in Meadow <br />Creek Reservoir as replacement to Denver for diversions at the Henderson Mill that would have <br />otherwise been out of priority with respect to Denver's water rights. The exchange agreements <br />also provided for Climax to maintain a separate replacement account (2,200 acre-feet) in Denver's <br />Williams Fork Reservoir to replace Climax' out-of-priority depletions when the administrative call <br />originates downstream of the Williams Fork. <br /> <br />A separate storage account is reserved in Meadow Creek Reservoir for the benefit of the <br />Vail Ditch (Grand County Irrigation Company). This ditch historically diverted from Meadow Creek <br />(WOlD 511231) at a point just below the reservoir and from the adjacent Strawberry Creek <br />drainage (WOlD 510941) pursuant to its own direct flow rights (65.94 cfs at WOlD 511231 and <br />63.5 cfs at WOlD 510941). To supplement these direct flow diversions, the Vail Ditch is entitled <br />to 850 acre-feet of storage capacity in the reservoir, together with 30 % of the storable Meadow <br />Creek inflows through June 30 of each year and ~ of the inflow after July 1. Direct flow <br />diversions from Meadow Creek by the Vail Ditch are only allowed after the ditch has fully utilized <br />its water right out of Strawberry Creek. The storage water is released upon request of the Vail <br /> <br />0-6 <br />
