Green Mountain Account - This account is recommended to keep track of the
amount of out-of-priority storage which occurs until Green Mountain Reservoir
achieves its "Blue River Decree Fill". If Green Mountain Reservoir achieves a Blue
River Decree Fill, the amount of water in this account would be booked over into
the Denver Account. If Green Mountain Reservoir does not fill, the amount in the
Green Mountain Account represents the amount of water that must be substituted
from Williams Fork and/or Wolford Mountain Reservoir to repay Green Mountain.
At the time of the substitution, the Green Mountain Account can be booked into
the Denver Account.

For all exchanges from Williams Fork Reservoir to Dillon Reservoir/Roberts Tunnel,
the pJiQ!'itY date should be June 24, 1946, but should be considered as slightly
-" . . ..
junior to the Dillon storage decree and the Roberts Tunnel direct flow right.

For purposes of quantifying the amount of water necessary to complete the Blue
River Decree Fill in Green Mountain Reservoir, the diversions through the Green
Mountain hydro plant do count.' Denver has no obligation to repay the power
diversions with water.

Williams Fork Reservoir should be operated with two storage accounts:

1. Henderson Mill Replacement Account - This account should be available
purposes of replacing out-of-priority depletions at the Henderson Mill (WDID
511070). The account should contain 2,200 acre-feet and should be the
first account filled each year.

2. Denver Account - All water remaining in storage other than the Henderson
Account. This account should be tied, via an exchange to replace: (1) Out-of-
priority diversions at the Moffat Turinel; (2) Out-of-priority diversions at the Roberts
Tunnel; (3) Out-of-priority storage at Dillon Reservoir; and (4) Substitution to Green
Mountain Reservoir to compensate for amounts "owed to the river" due to out-of-
priority storage in Dillon Reservoir.

0-15
