The accounting required for proper operation
of the agreement is relatively complex and is based upon a number of exchanges, different
consumptive use factors, return flow accounting, etc. For the initial set-up of the CROSS Water
Rights Planning Model, it is recommended that these storage allotments be connected through a
special operations file to each of the respective diversion nodes for the Town of Breckenridge
(WOlD 361008), Breckenridge Ski Area (WOlD 360989), Copper Mountain (WOlD 3610161,
Keystone Snowmaking (WOlD 360908), Keystone municipal (WOlD 36 I, and the Town of
Dillon (WOlD 3608291. The remaining entities are not presently included in the CROSS WRPM.

MISCELLANEOUS CROSS CONSIDERATIONS

-"--
A. Dillon ,Reservoir should be operated with tIlrR storage accounts:

1. 1,000 Acre-Faat Pool- Water is accumulated in this pool each year when Dillon
is storing out-of-priority with respect to Green Mountain Storage. The first water
stored should be credited to this account until full. Water is released from this
account as necessary to maintain a 50 cfs flow below Dillon dam. If the pool is
emptied, Denver is obligated only to bypass inflows to the reservoir.

If on April 15, there is any water remaining in this account, it is booked over to the
Denver Account.

p.~1
\...
~
j,J>.t

2. Summit County Account - This account is reserved for the remaining
beneficiaries of the original Summit County Agreement (currently at 1,020.5 acre-
feet). It should be tied via an operation right to the structures listed in the above
text. This account would have senior priority to the Denver Account.

3. Denver Account - All remaining water in Dillon Reservoir which can be utilized
by Denver and diverted through the Roberts Tunnel. It would be considered junior
to the other two accounts.

0-14
