The representative from Bureau of Reclamation . Navajo Dam
Operations; shall meet with the Biology committee in January to present
infonnation on the projected water availability of the current water year (T
April- 30 November) and storage capacity of Navajo Reservoir. The Biology
Conunittee shall develop the desired criteria for releases for the current water
year (April through November) under the oversiaht of the Conrdination
Committee. . . .

5. Reclamation shall cooperate with the Biology Conunittee and Navajo Dam
Operating Committee to determine the release hydrograph for spring flows
and shall follow the agreed upon hydrograph without deviation, except under
emergency conditions, indlldinQ' hilt not limited to, an ablUnt and
unanticipated chan~ in hydroloaic conditinns where deviation is required to
stay within the Corps of Engineers' flood operating rules or where 8lrreed
llpnn by the Service and Reclamlltinn.

4. C.nmmp.nt: Page 3, Element 6: Year-round flow recommendations should be flexible enough
to address wide variations in hydrologic conditions and the needs of the fish as determined
from additional knowledge. The requirement for such flexibility needs to be clearly stated.

S. Page 3, Discussion:

. . .. which would initially result in lIl1 net annual Animas-La Plata Proiect
depletion of 57,1 00 acre-feet, a considerably smaller depIction. However,
even this smaller depletion is biologically acceptable only if all elements of the
reasonable and prudent alternative are fblly implemented. Therefore, Phase
I, Stage A could not exceed 57,100 acre-feet of deplp.tinns until all elements
of the RP A are fully implemented. This would require that Reclamation
operate Navajo Dam duriniJ the research pp.rind to provide the flexibility to
mimic a natural hydrograph as directed by the Biology Committee under the
oversiiht nfthp. Coordinatinn Committee and as demonstrated by the model
runs that show llll availability of 300,000 acre-feet of water for snri"!! release
for AntiaOi8red f;rmes 96 percent of the -.
