<br />oa024'7 <br /> <br />ATTACHMENT I <br />circular No. A-102 <br /> <br />UNIFORM ADMINISTRATIVE REQUIREMENTS FOR GRANTS-IN-AID <br />TO STATE AND LOCAL GOVERNMENTS <br /> <br />MONITORING AND REPORTING OF PROG~ PERFORMANCE <br /> <br />1. This Attachment sets forth the procedures for monitoring and <br />reporting program performance under Federal grants. These <br />procedures are designed to place greater reliance on State and <br />local governments to manage the day-to-day operations of the <br />grant-supported activities. <br /> <br />2. Grantees shall constantly monitor the performance under <br />grant-supported activities to assure that time schedules are be- <br />ing met, projected work units by time periods are being accom- <br />plished, and other performance goals are being achieved. This <br />review shall be made for each program, function, or activity of <br />each grant as set forth in the approved grant application. <br /> <br />3. Grantees shall submit a performance report for each grant <br />which briefly presents the following for each program, function, <br />or activity involved: <br /> <br />a. A comparison of actual accomplishments to the goals <br />established for the period. Where the output of grant programs <br />can be readily quantified, such quantitative data should be <br />related to cost data for computation of unit costs. <br /> <br />b. Reasons for slippage in those cases where established <br />goals were not met. <br /> <br />c. other pertinent information including, when appropriate, <br />analysis and explanation of cost overruns or high unit costs. <br /> <br />4. Grantees shall submit the performance reports to grantor <br />agencies with the Financial Status Reports, in the frequency es- <br />tablished by Attachment H of this Circular. The grantor agency <br />shall prescribe the frequency with which the performance reports <br />will be submitted with the Request for Advance or Reimbursement <br />when that form is used in lieu of the Financial Status Report. <br />In no case shall the performance reports be required more <br />frequently than quarterly or less frequently than annually. <br /> <br />5. Between the required performance reporting dates, events may <br />occur which have significant impact upon the project or program. <br /> <br />(NO. A-102) <br />
