<br />'0110221 <br /> <br />AT', :HMENT D <br />Circular No. A-I02 <br /> <br />UNIFORM ADMINISTRATIVE REQUIREMENTS FOR GRANTS-IN-AID <br />TO STATE AND LOCAL GOVERNMENTS <br /> <br />WAIVER OF "SINGLE" STATE AGENCY REQUIREMENTS <br /> <br />1. Requests to Federal grantor agencies from the Governors, <br />or other duly constituted State authorities, for waiver of <br />the "single" State agency requirements in accordance with <br />section 204 of the Intergovernmental Cooperation Act of 1968 <br />should be given expeditious handling and, whenever possible, <br />an affirmative response should be made to such requests. <br /> <br />2. When it is necessary to refuse a request for waiver of <br />the "single" State agency requirements under section 204, the <br />Federal grantor agency handling such request will so advise <br />the Office of Management and Budget prior to informing the <br />State that the request cannot be granted. Such advice should <br />indicate the reasons for the denial of the request. <br /> <br />3. Future legislative proposals embracing grant-in-aid <br />programs should avoid inclusion of proposals for "single" <br />State agencies in the absence of compelling reasons to do <br />otherwise. In addition, existing "single" State agency <br />requirements in present grant-in-aid programs should be <br />reviewed and legislative proposals should be developed for <br />the removal of these restrictive provisions. <br /> <br />u. s.
