By September 1934 the Weber <br />River near Oakley, Utah was flowing at 28 <br />ft 3/s, a new minimum in a record which <br />started in 1904. <br />The next most severe drought in Utah oc- <br />curred in 1961. The effects of the 1961 <br />drought were felt more in some areas than in <br />1934 because more acreage was being irri- <br />ga ted. Widespread irrigation started early in <br />the spring, distribution of water was made <br /> <br />under low-water agreements after June 9, a <br />time of year when high flows are prevalent, <br />and those with rights subsequent to 1936 <br />received no water unless they could purchase <br />it. Sewage effluent from the treatment plant <br />at Ogden was used in one district. <br />Storage in reservoirs was reduced drasti- <br />cally, and some reservoirs held less than in <br />1934, Many wells went dry in August.
