Woody riparian species, particularly cottonwoods and willows, <br />will be overplanted to ensure long-term growth to mature stands. <br /> <br />As stated earlier, indirect mitigation sites, totaling 29.4, 36 or 49.5 acres, will be <br />constructed and implemented prior to commencement of project operations. <br /> <br />A.3.4.3 Monitoring, maintenance and performance standards <br /> <br />Wetlands will be created in areas where surface and groundwater are available in <br />sufficient quantities for natural growth of new vegetation. This may require earthmoving <br />or lowering of the ground surface elevation prior to planting. Depending upon the <br />topography, it may be necessary to irrigate some areas during the first growing season. If <br />so, this will be done with a portable sprinkler, using water appropriated to the UVWUA. <br /> <br />To ensure success of new plantings, grazing will be restricted in all mitigation areas. <br /> <br />Wetland mitigation areas will be monitored until the later of three years after <br />establishment, or until full vegetative cover has been established. Monitoring will <br />include species diversity, cover and shrub density. A set of Greenline transects (See <br />discussion in Section II.4.b of this plan document) will be established in each site to <br />assist with quantification of success. The method will provide stem counts, height and <br />vegetative composition along fixed, perpendicular transects. In addition, biologists will <br />record general health and percent composition of vegetation within each mitigation site. <br />During the first growing season, the sites will be observed three times to ensure proper <br />establishment and growth of vegetation. After the first year, monitoring will occur <br />annually. Supplemental visits may be scheduled after particularly high flow events. <br />Remedial measures, including overseeding, new planting, or hydrologic modification, <br />will be taken if target success rates are not achieved. <br /> <br />Performance standards which indicate success or failure of the mitigation effort will <br />depend upon the specific site, and functional impact that is being addressed. Success <br />rates will also be dependent upon planting density and methods (for example, acceptable <br />success rates for willow sprigging would be lower than planting of actual rooted plants). <br />Generally, the goal will be to establish 100% vegetative cover, with sufficient <br />hydrophytic vegetation that the functional loss being mitigated is replaced. <br /> <br />Specific details of performance and success standards will be included in the Final <br />Wetlands Mitigation Plan. <br /> <br />A.3.4.4 Access <br /> <br />Binding rights of access to indirect impact mitigation sites totaling 29.4 to 49.5 acres <br />(depending on alternative) will be secured prior to commencement of project <br />construction.
