<br />As described earlier, the cost of the cheapest single-purpose alter-
<br />nati\'e reservoir is considered to be t.he value or benefit of municipal and
<br />indtls,rial water. The selected alternative is the Placita site on t,he
<br />'Crystal River above Carbondale, Colo. Annual benefits "ould be
<br />.$410,000 for a 50-ye<tr analysis <tnd $323,000 for a 100-year analysis.
<br />As indicated previously, anm""l benefits al;sing frolll flood control,
<br />fish and wildlife, <tnd recreation at Ruedi Dalll and Reservoir are
<br />.$11,500, $172,000, and $80,000, respectively.

<br />Benefit-cost analysis
<br />Comparison of these annual benefits with those portions of costs of
<br />Ruedi Dam and Reservoir assigned to western-slope uses of water 1'e-
<br />.sults in benefit-cost ratios of 3.26 to 1 for a ~)O-year period of analysis
<br /><tnd 3.07 to 1 for <t l00-ye<t1' period. The latter period is well "ithin
<br />the lIsefullife of the dam and reselToir. The derivation of these ratios

<br />The portion of costs of Ruecli Dam and Reservoir assigned to west-
<br />em-slope uses is allocable to t.he purposes of municipal and industrial
<br />water supply, flood control, fish <tnd wildlife, and recreation. 'Vith
<br />re.sped t.o recreation, existing: policy provides t.hat t.he allocations be
<br />limited to specific or separable costs. These costs include $55,000 for
<br />:minimum basic recrea.tion facilities and annual operation~ maintenance,
<br />.and replacement costs of $10,500. Interest during constl'llction for
<br />these recreation featurcs was not mleul<tted since they could be built
<br />_and pbeed in sen'iee "ithinl year.
