<br />In accordance with the National Envirorunental Policy Act of 1969, as amended, and the Council <br />on Envirorunental Quality's Regulations for implementing the procedural provisions of the <br />National Envirorunental Policy Act (40 CFR Part 1500-1508), the Bureau of Reclamation <br />(Recb...~~ticr;.) h:::.:; prepared au [il...-irol111iclllai Assessment (EA) for Kecreation Rehabilitation at <br />Navajo State Park, Colorado (the Park). The EA assesses three alternatives for rehabilitation of <br />recreational facilities at the Park. <br /> <br />Back~round <br /> <br />Reclamation constructed Navajo Dam and Reservoir under the authority of the Colorado River <br />Storage Project Act of April II, 1956 (ch.70 Stat. 105). The primary purpose of Navajo <br />Reservoir is to store water for beneficial consumptive use within the Upper Colorado River Basin <br />and to help regulate the flows of the San Juan and Colorado Rivers. Section 8 of the act, <br />authorized and directed the Interior Secretary to: <br />. Investigate, plan, construct, operate, and maintain public recreational facilities on project <br />lands, <br />. Conserve the scencry, the natural, historic, and archaeologic objects, and the wildlife on <br />said lands, and <br />Provide for public use and enjoyment of the above and of the water areas created by the <br />projects by such means as are consistent with the primary purposes of said projects. <br />Reclamation subsequently constructed the initial recreational facilities at the Park Reservoir in <br />the mid-1960's. The Colorado Division of Parks and Outdoor Recreation (State Parks) manages <br />recreation at the Park under contract with Reclamation. <br /> <br />In 1994, Reclamation and the State of Colorado entered into a Cooperative Agreement to <br />rehabilitate recreation facilities at five western Colorado reservoirs, including Navajo. The <br />objective of the rehabilitation is the replacement and upgrading of recreational facilities to: <br />. Meet current health, safety, and accessibility requilements, <br />. Help protect cultural and natural resources, <br />. Meet current and projected recreational demand, and <br />. Increase Park visitation and revenues <br />The Park is the third Colorado reservoir area scheduled for recreation rehabilitation. Seven <br />million dollars have been identified for rehabilitation efforts at the Park. <br /> <br />Need for and Puroose of Action <br /> <br />Reclamation and the Colorado Division of Parks and Outdoor Recreation (State Parks) propose <br />to rehabilitate and provide improved recreational facilities at Navajo Reservoir within the Park. <br />This would be done in accordance with the Colorado River Storage Act of 1956; Public Law 89- <br />72, as amended; the Reclamation Recreation Management Act of 1992; and several agreements <br />between the two agencies. <br /> <br />001:)04 <br />
