This obligation <br />adequately to provide water for the priorities on the Blue River <br />and the Colorado River antedating the respective priority dates <br />of said two cities, may be fulfilled by replacement stora.ge by <br />and on the Blue River or on the Williams River, subject neverthe- <br />less to the requirement that the parties provide that the plans <br />for replaceinent st02'ac:re will first have been approved by the <br />Secretary of the Interior or his designated representative. <br />Insofar as any proposed replacement storage on Williams River will <br />adversely affect the Parshall Unit of the Cliffs Divide Projeot <br />duly authorized representatives of the Peti.tioners in Civil Actions <br />Hos. 5016 and 5017 shall have the'right to also approve the pro- <br />posal or submit it to this Court for adjudication as to legal <br />rights. The \-Jater to be exchanged shall be on hand and in storage <br />",hen the exchange is proposed.
