These data include comments of interested <br />federal, state, and local agencies and individuals. The <br />Recommended Plan will not adversely impact endangered or <br />threatened species. In a letter dated April 3, 1992, <br />the FWS stated that they concurred with our biological <br />assessment that endangered, threatened, and candidate <br />species or their habitats will not be adversely <br />impacted. <br /> <br />C. In studying and evaluating the environmental impact of <br />the Recommended Plan, every effort was made to express <br />all environmental values quantitatively. Any failure to <br />quantify particular environmental values is the result <br />of the absence of a methodology having general <br />scientific acceptance. <br /> <br />D. Wherever legitimate conflicts of scientific theory and <br />conclusions existed and conclusions led to different <br />views, persons qualified in the appropriate <br />environmental disciplines were consulted. Theories and <br />conclusions appearing to be most reasonable, <br />scientifically acceptable, or both, were adopted. <br /> <br />E. Every possible effort has been made to identify those <br />adverse environmental effects which cannot be avoided if <br />the project is constructed. <br /> <br />F. The long-term and short-term resource uses, long-term <br />productivity, and the irreversible and irretrievable <br />commitment of resources are described in the Final EIS. <br /> <br />G. All reasonable and viable alternatives to the project <br />were analyzed with reference to national policies and <br />goals, especially those expressed in the National <br />Environmental Policy Act and the Federal Economic and <br />Environmental Principles and Guidelines. The economic, <br />technical, social, and environmental consequences of the <br />Recommended Plan were evaluated to determine the trade- <br />offs necessary to accommodate all national policies and <br />interests. Some alternatives may protect more of some <br />types of environmental amenities than the proposed <br />Recommended Plan will preserve. However, no viable <br />alternative or combination of alternatives will afford <br />greater protection of the environmental values while <br />accomplishing the project goals. <br /> <br />H. In the event more than 500 preferred shares of water are <br />sold from Muddy Valley Irrigation company for export out <br />of the Moapa Valley, the economic viability of the <br />project will be reevaluated. <br /> <br />-00 ., <br />n ,'1',1 i ' !.. <br />'...' .. ..
