<br />. <br /> <br />Record of DecisiA - 5 <br />salinity control~rogram <br />for Moapa Valley Unit <br /> <br />. <br /> <br />5. Monitoring and evaluation of the Moapa Valley Unit <br />will be as identified in the Monitorina and <br />Evaluation Plan. Moaoa Vallev. Clark Countv. Nevada. <br />Irrigation systems and water management techniques, <br />inflow and outflow from selected fields, soil <br />moisture data, installation costs, crop yields, and <br />system maintenance will be monitored. Data on <br />wildlife habitat will be collected to calculate the <br />Habitat suitability Indexes (HSI) for adopted <br />species. The mallard, Gambel's quail, desert <br />cottontail, and mourning dove are suggested species <br />at this time. The final list of species models will <br />be determined by interagency coordination and <br />agreement. Vegetative transects have been <br />established and will continue to be monitored. <br /> <br />A tracking system will be continued to monitor <br />wetland changes or conversion and habitat <br />replacement. <br /> <br />Results of monitoring will be published annually. <br /> <br />6. The scs will conduct cultural resource reviews and <br />surveys according to scs rules and regulations (7 <br />CFR 656) during individual onfarm salinity control <br />planning and when specific project construction <br />sites are identified. <br /> <br />7. The local Salinity Coordinating Committee is <br />currently providing coordination for the Moapa <br />Valley unit and will coordinate implementation of <br />the onfarm and off-farm portion of the salinity <br />control program. The local Salinity coordinating <br />Committee will receive policy guidance through the <br />respective USDA state offices involved in the <br />project's implementation. <br /> <br />The local Salinity Coordinating Committee is <br />currently composed of a representative{s) from <br />Agricultural Stabilization and Conservation service, <br />County Extension Service, SCS, the Clark County ASC <br />Committee, the Clark county Conservation District, <br />Nevada Department of Wildlife, county commissioners, <br />Farmers Home Administration, Moapa Indian Tribe, and <br />Muddy Valley Irrigation company. <br /> <br />B. The Recommended Plan was developed using an <br />interdisciplinary approach by natural and social <br />sciences and environmental design arts. The results of <br />this approach constitute the basis for the conclusions <br />and recommendations. All conclusions concerning the <br />environmental impact of the Recommended Plan were based <br />on a review of data and information that would be <br /> <br />002565 <br />
