I The Commission shall meet in Santa Fe, New Mexic~ on the third Thursday of February of each year for the consid- eration and adoption of the annual report for the calendar year preceding, and for the transaction of any other business consistent with its authority; provided that the Commission may agree to meet elsewhere. Other meetings as may be deemed necessary shall be held at any time and place set by mutual agreement, for the consideration of data collected and for the transaction of any business consis- tent with its authority.
