<br />m <br />- <br />to <br />( ~.1 <br />c.::> <br />C) <br /> <br />-8- <br /> <br />The alternatives with the highest consumptive use are State <br />Line, Stockpile and Utility. All three alternatives divert <br />the saline water, treat it and do not return any water to the <br />Colorado River. The New Castle alternative diverts less water <br />from' the system than the State Line, Stockpile and Utility <br />alternatives, and returns some water to the river at Silt <br />(west of New Castle) which is upstream of the major private <br />water users on the river. <br /> <br />Recharge Control offers the next smallest effect on the water <br />rights system in terms of removal of water from the system. <br />Legal problems may develop, however, with the collection of <br />water by alluvial wells at Glenwood Springs. That type of <br />collection may decrease the flow of water to the existing hot <br />spring that could not be replaced satisfactorily. Chemical <br />Plant will have the next lowest consumptive use due to the <br />lack of diversions from South Canyon. The alternative with <br />the least consumptive use is Separate Systems. This alterna- <br />tive treats the Dotsero water and returns it to the stream <br />immediately and does the same with the Glenwood Springs water. <br /> <br />I <br /> <br />~ Leonard Rice Consulting Water Engineers.
