Forest Service as <br /> <br /> <br />co-leader and to prepare a joint Federal - State Study Report. <br /> <br />2. To prepare and perform tasks identified jointly and agreed <br /> <br /> <br />upon between the State and the Forest Service. <br /> <br />3. To participate on an equal basis in the decision making <br /> <br /> <br />process including the resolution of conflicts or any other <br /> <br />controversial issues relating to the River Study. <br /> <br />4. To share equal responsibility for recommendations in the <br /> <br /> <br />Final Report. The U. S. Forest Service and the State will <br /> <br />strive for consensus conclusions and recommendations. In the <br /> <br />event that agreement cannot be reached, separate views will be <br /> <br />-I, <br /> <br />expressed in the Stu dy Report. <br /> <br />-I, <br /> <br />~ <br /> <br />/'/ <br />V <br /> <br />5.
