LOCATION: <br /> <br />The study area covers the Elk River from the source of the Three Forks <br /> <br /> <br />to Clark, Colorado. The total study area is within Routt County, Colorado. <br /> <br />-, <br /> <br />~4 <br /> <br />II. BACKGROUND <br /> <br />Public Law 93-621, dated January 3, 1975, directed study of the river <br /> <br /> <br />for potential addition to the National Wild and Scenic Rivers System <br /> <br /> <br />(Sec. 5(a)). The U. S. Department of Agriculture has responsibility for <br /> <br /> <br />the Elk River Study and the Routt National Forest will provide the study <br /> <br />report.. The Secretary of Agriculture directed the river studies in <br /> <br />Colorado be on a joint Federal - State basis. Subsequently the State, <br /> <br /> <br />through its Water Conservation Board, was established as full study <br /> <br />partner in the river study. <br /> <br />The Elk - Yampa Planning Unit, in which the Elk River is located, was <br />scheduled to start at approximately the same time as the Elk River study. <br />The Routt National Forest decided both study and planning efforts should <br />be completed simultaneously. Due to the nature of the river study and the <br />publics involved, portions of the study will be separated from Unit Planning <br />effort, especially in the public involvement phase. The final report <br />will be incorporated into the Draft Environmental Statement for the Elk - <br />Yampa Planning Unit. <br /> <br />1556 <br />
