<br />60H31 <br /> <br />- 3 - <br /> <br />U.S.G.S. that the annual average recharge to the ground-water <br /> <br /> <br />reservoir is on the order of 2 million acre-feet. It is realized <br /> <br /> <br />that the continued maintenance of a full reservoir underground <br /> <br /> <br />does not suggest optimum use of that resource. It is quite pos- <br /> <br /> <br />sible that before too lonq the ground-water act will be ,"I"'enc~ed <br /> <br /> <br />to allow for a planned withdrawal of ground water in excess of the <br /> <br /> <br />average annual yield based on a formula developed for the par- <br /> <br /> <br />ticular valley in question. <br /> <br /> <br />Nevada is making a determined effort to improve the efficiency <br /> <br /> <br />of water use. The greatest loss and the lowest efficiency of <br /> <br /> <br />water use is by irrigation. J think the irriqatibn efficiency ln <br /> <br /> <br />Nevada is comparable to some of the other south-wcstern states, <br /> <br /> <br />except perhaps on the Humboldt River where the irrigation use <br /> <br /> <br />upstream from the Rye Patch project is by flood irrigation during <br /> <br /> <br />the short high flow season and .has a low irrigation efficiency. <br /> <br /> <br />Plans are presently being made for the construction of three corps <br /> <br /> <br />of engineers flood control dams on the upper tributaries of the <br /> <br /> <br />Humboldt River which will allow for better stream regulation and <br /> <br /> <br />thereby improv2 irrigation practices. <br /> <br /> <br />In the Truckee Meadows in which is located Peno and Sparks <br /> <br /> <br />most of the water of Truckee River and pumped ground water <br /> <br /> <br />used for municipal purposes is returned to the river and used on <br /> <br /> <br />the Newlands Project for irrigation purposes. The Bureau of <br /> <br /> <br />Reclamation will start construction possibly this year on the <br /> <br /> <br />Stampede Darn and Reservoir, on the Little Truckee River about <br /> <br /> <br />20 miles westerly of Reno and being in California.
