<br />i' <br /> <br />9. Colorado River Basin Salinity Control Act <br />of 1974 <br />The Colorado River Basin Salinity control <br />Act of 1974, 43 U.S.C. U 1571 et seq. (1982) ("Salinity <br />Control Act"), was enacted in order to implement Minute <br />242. The Salinity Control Act initially authorized four <br />salinity control projects and has been amended to <br />authorize numerous others, most of which are located in <br />the Upper Basin. The salinity Control Act also sanctions <br />an array of other methods to control salinity, including <br />canal lining, projects to reduce the return flow of <br />particularly saline irrigation water, and the <br />circumvention or deflection of saline water from natural <br />sources. <br />The Clean Water Act, 33 U.S.C. U 1251 ~ seq. <br />(1982), also pertains to the salinity problem in the <br />Colorado Basin. It authorizes the united States to fix <br />effluent standards governing the amount of pollutants <br />that can be released from "point sources," such as <br />conduits and ditches, and to control such discharges <br />through a permit system. The Clean Water Act also <br />authorizes the United States to control the general water <br />quality of streams. <br /> <br />-9- <br />
