Colorado River Basin Salinitv Control <br />Forum <br />Although no federal legislation has <br />designated a Basinwide authority to manage salinity <br />control efforts, in 1973 the Basin states organized the <br />Colorado River Basin Salinity Control Forum ("Forum"). <br />In 1975 the Forum established Basinwide salinity stan- <br />dards and developed a plan of salinity control which <br />emphasizes the construction of the federally-funded <br />projects authorized by the Salinity Control Act. The <br />Forum's approach has withstood a court challenge by the <br />Environmental Defense Fund under the Clean Water Act and <br />the National Environmental POlicy Act. See Environmental <br />Defense Fund v. Castle, 657 F.2d 275 (D.c.Cir. 1981). <br />B. General References <br />1.
