<br />" <br /> <br />;. <br /> <br />Lower Basin states. The Upper Basin states are Colorado, <br />Utah, and Wyoming; the Lower Basin states are Arizona, <br />California, Nevada, and New Mexico. In essence the 1922 <br />Compact accomplishes the following: <br />a. Article III (a) apportions for annual <br />beneficial consumptive use 7.5 millon acre feet <br />("m.a.f.") of the flows of the Colorado River System to <br />each Basin. Article III(b) gives the Lower Basin the <br />right to increase its beneficial consumptive use by 1 <br />m.a.f. per year. <br />b. Article III (c) provides that if the <br />United States thereafter recognizes in the Republic of <br />Mexico any right to use the waters of the Colorado River <br />system, such waters shall be supplied first from any <br />surplus flows above the aggregate of quantities allocated <br />in Articles III(a) and (b); if such surplus is insuffi- <br />cient, then the deficiency shall be borne equally by the <br />Upper and Lower Basins. Whenever necessary the Upper <br />Basin must deliver at Lee's Ferry water to supply one- <br />half of the deficiency. <br />c. Article III (d) provides that the Upper <br />Basin shall not cause the flow of the river at Lee's <br />Ferry to be depleted below an aggregate of 75 m.a.f. in <br />any consecutive ten-year period. <br /> <br />-3- <br />
