<br />Project formulation followed the inventory, forecasting, and analysis of the resource; ,. <br /> <br /> <br />conditions that were found relevant to the identified problems and opportunities. <br /> <br /> <br />Measures considered in the formulation of alternative plans included various <br /> <br /> <br />approaches. Approaches believed to be effective in addressing one or more of the <br /> <br /> <br />problems or opportunities as well as protecting the environment were further analyzed. <br /> <br /> <br />Also considered during alternative development were aspects of the Arkansas River <br /> <br /> <br />Compact. lt was determined that none of the alternatives to be considered would <br /> <br /> <br />change the amount of water to be diverted from the river or to project area laterals and <br /> <br /> <br />field ditches. <br /> <br />I: ". <br /> <br />Alternatives were formulated to reduce nitrates and selenium concentrations in the <br /> <br /> <br />Arkansas River and ground water to acceptable limits, conserve and more effectively <br /> <br /> <br />use available water, and reduce irrigation induced erosion to acceptable limits. <br /> <br />Development of tillage, planting, and irrigation enduring and management practices <br /> <br /> <br />specifically for the Watershed area conditions and development of a better <br /> <br /> <br />understanding of nutrient, trace elements, heavy metal and salinity management hold <br /> <br /> <br />considerable [)otential for reducing trace elements, heavy metal, nutrients and salinity <br /> <br /> <br />damages. From the conservation practices in the Field Office Technical Guide, a list of <br /> <br /> <br />practices was developed. Q..eombining the practices in various ways, alternative <br /> <br /> <br />solutions with varying costs and impacts were formulated. The formulation process, <br /> <br /> <br />evaluation and comparison of alternatives, and the rational for plan selection were <br /> <br /> <br />presented in the following section. <br /> <br />lilt<; <br />
