The <br /> <br />benefit-cost ratio, based on a 100-year analysis, is computed <br /> <br />at 5.41. <br /> <br />This report does not imply any admission of indebtedness <br /> <br />on the part of the State of Colorado to the States of New <br /> <br />Mexico or Texas when the terms "accrued", "accumulated", <br /> <br />and other similar terminology are used.
