<br />-22- <br /> <br />be done so as to salvage the maximum amount of water with- <br />out adversely affecting wildlife, fisheries, recreation <br />facilities, and without injury to the property rights of <br />the citizens of Colorado. <br />Complete and current factual data are essential for <br />proper and effective administration which will help to <br />alleviate opposition and assertions of injury. <br />The salvage of waters from the Closed Basin would be <br />a continuing operation. Salvage facilities would have to <br />operate continuously throughout the years. The salvable <br />waters would have to continue to flow into the Closed Basin <br />and accumulate in the pumped and surface drainage areas. <br />If the present recharge to the salvage area were to be in- <br />tercepted before it reached the project pumps or drains, <br />the program would become a mining operation. In such cir- <br />cumstances, with the salvable water in storage in the Closed <br />Basin exhausted, the operation would not function as planned. <br />In order to insure uninterrupted continuance of the salvage <br />operation, Colorado ,would be almost certain to have to <br />limit the future use of water to some safe pre-determined <br />amount by application of its priority system on an annual, <br />rather than a day-to-day basis. otherwise, increased up- <br />stream storage and expansion of irrigated lands uSing water <br />which now reaches the salvage area could reduce the water <br />nOW available for salvage in the Closed Basin. Any greatly <br />expanded water uses within the Closed Basin would also have <br /> <br />G004l!6 <br />
