Water' from one <br />well tested showed the percentage sodium to be in excess <br />of the Compact limitations, but the total solids were far <br />below the limitation. By selective pumping and control of <br />surface drainage flow into the conveyance channels, it is <br />our opinion the quality of the water discharged into the <br />Rio Grande can be kept within Compact limitations. <br />ADMINISTRATIVE AND LEGAL REQUIREMENTS <br />As proposed, the Closed Basin Project would be construc- <br />ted in five stages and would require about eight years. The <br />first stage would be completed, fully instrumented and put <br />into operation before the second stage is started. The ob- <br />ject of this procedure is to enable the operator of the <br />system to determine the impact of the operation on adjacent <br />lands. Quantity and quality of salvage water would be de- <br />termined and the effect of pumping and surface drains on <br />the water table would be evaluated. Necessary adjustments <br />in operational procedures would be made in order to avoid <br />damage to adjacent owners and to establish the most prac- <br />tical and economical way of operating. <br />Experience obtained through the construction and opera- <br />tion of stage one, and subsequent stages, would be applied <br />to each of the other pending stages in succession. <br />Both quality and quantity of water must be monitored <br />periodically to guarantee water at the Colorado-New MeXico <br />boundary that meets the terms of the Compact.
