The papers <br />2'+,tached hereto (Apper.dices A to E, inclusive) constitute a part of tIns <br />'1otificati on. <br /> <br />Reference is made to a letter, dated July 7, 1950, 'iritten by"-,e. <br />as Director of the Colorado Water Co~servation Board to you, pertinent <br />p:lrts of which are attached hereto as Appendix A. <br /> <br />-The report of Clifford H. Stone, Director of the Board and Chairman <br />of the Policy and ltevierr Committee (First Stage Gunnison-Arkansas Project), <br />dated June 15, 1950, is attached hereto as Appendix E. <br /> <br />Follm'ing receipt of Appendix A by you and submission of the Board <br />action evidenced thereby to the Commissioner of the Bureau of Heclamation, <br />'Washington, r. C., this office was advised that the Commissioner took ex- <br />ceptions to certain provisions of the operating principles contained in the <br />Report of the Policy and Review Committee. There followed a series of con- <br />ferences resulting in a revision of certain of the operatingprincipl~s_ <br />acceptable to -the-Drafting SUbc6riiii1TUee .of -the Policy andRevieW-Committee <br />and the Commissioner of the Bureau of Reclamation. Acceptance of such re- <br />vision by the Commissioner is shown by a letter, dated January 23, 1951, <br />addressed to me as Director of the Colorado Water Conservation Bo~rd. (See <br />pages 14-16, inclusive, of Appendix C hereto attached.) <br /> <br />On the 9th day of February, 1951, a meeting of the ColorAdo ,later <br />Conservation Board was held to consider the proposed revision of such <br />operating principles. At that time there was submitted to the Board a <br />report by Jean S. Breitenstein, attorney for the Board and Chair~an of <br />the Drafting Subcommittee of the Folic;'/ and Revie" Cor.unittee. (See Appendix <br />C above mentioned.) At this Board meeting, after considerable discussion, <br />it was agreed to postpone action on this matter until Februa~J 22, 1951. <br />This postponement was to enable consideration of the entire matter by,the <br />Colorado River ,later Conservation District Board and the South1:estern Water <br />Conservation District Board, official water organizations created by State <br />law to represent fiestern Colorado interests. <br /> <br />.1- <br /> <br />~,. <br />, <br />
