Dear Mr. Batson;

This is an off~cial notific?tion, made on behAlf of the 'Colorado
Hater Conservation Board, rii th reference to the initial stage of the pro-
posed Gunniso:l-Arkansas Project (Fryingpan-Arkansas Project). The papers
2'+,tached hereto (Apper.dices A to E, inclusive) constitute a part of tIns
'1otificati on.

Reference is made to a letter, dated July 7, 1950, 'iritten by"-,e.
as Director of the Colorado Water Co~servation Board to you, pertinent
p:lrts of which are attached hereto as Appendix A.

-The report of Clifford H. Stone, Director of the Board and Chairman
of the Policy and ltevierr Committee (First Stage Gunnison-Arkansas Project),
dated June 15, 1950, is attached hereto as Appendix E.

Follm'ing receipt of Appendix A by you and submission of the Board
action evidenced thereby to the Commissioner of the Bureau of Heclamation,
'Washington, r. C., this office was advised that the Commissioner took ex-
ceptions to certain provisions of the operating principles contained in the
Report of the Policy and Review Committee. There followed a series of con-
ferences resulting in a revision of certain of the operatingprincipl~s_
acceptable to -the-Drafting SUbc6riiii1TUee .of -the Policy andRevieW-Committee
and the Commissioner of the Bureau of Reclamation. Acceptance of such re-
vision by the Commissioner is shown by a letter, dated January 23, 1951,
addressed to me as Director of the Colorado Water Conservation Bo~rd. (See
pages 14-16, inclusive, of Appendix C hereto attached.)

On the 9th day of February, 1951, a meeting of the ColorAdo ,later
Conservation Board was held to consider the proposed revision of such
operating principles. At that time there was submitted to the Board a
report by Jean S. Breitenstein, attorney for the Board and Chair~an of
the Drafting Subcommittee of the Folic;'/ and Revie" Cor.unittee. (See Appendix
C above mentioned.) At this Board meeting, after considerable discussion,
it was agreed to postpone action on this matter until Februa~J 22, 1951.
This postponement was to enable consideration of the entire matter by,the
Colorado River ,later Conservation District Board and the South1:estern Water
Conservation District Board, official water organizations created by State
law to represent fiestern Colorado interests.
