minutes of the July 27, 1949 meeting held at Glenwood Springs, Colorado"

show that an active capacity of 28,000 acre-feet should be provided at

the Aspen Reservoir site. A part of such capacity in excess of replacement

requirements would be available for future use in meeting demands in Western

Colorado. It was agreed that the total cost of the proposed Aspen Reservoir

estimated at ~7,OOO,000, should be included in the construction costs of the

exportation project, but at this time the Committee has not resolved the

policy question as to the manner of payment for the active capacity 'in

"

Aspen Reservoir not needed for replacement purposes. A special subcommittee

appointed to draft rules of operation 50 far as it pertains to West Slope -

East Slope relationship was asked to consider this problem. The adopted

policy of the state on this question will be made available to the Bureau

prior to the authorization of the project.

Preservation of Fish and Wildlife

The Committee considered co~~ents from representatives of Federal

Fish and VlildlifeService and_the State Game and Fish Commission with

respect to the maintenance of $!~eam flows in the Frying Pan River at the
collection conduit and'at Norrie below the junction of North Fork.
