<br />Prior to the start of construction, the Grantee will develop and
<br />implement a Water Quality Maintenance and Monitoring Plan to
<br />ensure that project activities, or facilities do not cause water
<br />quality to violate stream water quality standards established by
<br />the State of Colorado. This PJan will be approved by the Forest
<br />Supervisor prior to its implementation. The Plan will be updated
<br />and revised as necessary every five years. (FEIS Section 2.4.1,

<br />The Grantee will relocate the East Cross Creek trail to route
<br />visitors around the diversion site prior to the start of

<br />The Grantee will operate diversion structure gates and valves by
<br />remote control to minimize the need for travel to the sites, and
<br />will design the structures to be as vandal-proof as possible to
