The Associate Solicitor maintains that <br /> <br />the emphasis of Section 50l(b) is on the tUning of construction of the <br /> <br />projects in relation to construction of the Central Arizona Project, that the <br /> <br />authorization was based on the assumption that all of the projects were <br /> <br />economically justified, and that Congress did not intend for unjustified <br /> <br />projects to be constructed. He further states that the directive concerning <br /> <br />the tUning of construction of the projects was not an attempt to circumvent <br /> <br />the ordinary appropriations process. but reflected the fact that the actual <br /> <br />construction schedule for the projects was based on continuing support of the <br /> <br />Executive Branch and the future appropriation of funds by Congress.il The <br /> <br />Associate Solicitor has stated that clarificat ion from Congress is needed before <br /> <br />proceeding further. <br /> <br />Project Location and Setting <br /> <br />The San Miguel Project area is located in San Miguel and Montrose <br /> <br />Counties of western Colorado and extends along the south side of the San <br /> <br />Miguel River from the town of Placerville on the east to Naturita on the <br /> <br />west, a distance of about 37 miles. Other communities include Norwood, <br /> <br />17 miles northwest of Placerville, and Redvale, 9 miles northwest of <br /> <br />Norwood and 11 miles east of Naturita. The town of Nucla is situated <br /> <br />5 miles north of Naturita and approximately 3 miles north of the San <br /> <br />Miguel River. The project area is somewhat remote from major trade <br /> <br />centers. Montrose is located about 70 miles to the northeast, Cortez <br /> <br />about 100 miles to the south, and Grand Junction about 125 miles to the <br /> <br />north.
