Four of the plans studied are briefly summarized - an on-stream <br /> <br />reservoir alternative, an off stream reservoir alternative, and structural <br /> <br />and non-structural alternatives that would improve the existing irrigation <br /> <br />system. Thirty of the lOO alternatives studied are discussed in the <br /> <br />August 1980 Water and Power special report entitled "Potential Modifications <br /> <br />in Eight Proposed Western Colorado Projects for Future Energy Development." <br /> <br />Potential modifications to the San Miguel Proj ect would not result in an <br /> <br />economically justified project. <br /> <br />Analysis of Authorizatin~ Le~islation <br /> <br />As previously stated, the San Miguel Project was one of the five projects <br /> <br />authorized by the Colorado River Basin Project Act of 1968. Section 50l(b) <br /> <br />of the act states the following: <br /> <br />"The Secretary is directed to proceed as nearly as practi- <br /> <br />cable with the construction of the Animas-La Plata, Dolores, <br /> <br />Dallas Creek, West Divide, and San Miguel participating Federal <br /> <br />reclamation projects concurrently with the construction of the <br /> <br />Central Arizona Project, to the end that such projects be completed <br /> <br />not later than the date of first delivery of water frqm said <br /> <br />Central Arizona Project; Provided, That an appropriate repayment <br /> <br />contract for each of said participing projects shall have been <br /> <br />executed as provided in Section 4 of the Colorado River Storage <br /> <br />Project Act (70 Stat. 107) before construction shall start on <br /> <br />that part icular proj ect .
