It would take an act of Congress <br />to change Chatfield's authorized pur- <br />poses. If the purposes were changed, <br />the United States' investment would <br />presumably become repayable in full <br />with interest under the provisions of <br />the Water Supply Act of 1958. <br /> <br />The Two Forks Reservoir was origin- <br />ally proposed to store trans basin <br />imports from the Blue River system <br />through the Harold D. Roberts Tun- <br />nel, in addition to South Platte River <br />Basin flows.
