Federal Water Pollution Control Administration

During the current fiscal year the Federal Water Pollution Control
Administration continued to exercise its responsibility for the State
construction grant program and the development of water quality control
standards. Grants were made during the year to State water pollution
control agencies in Colorado, Iowa, Kansas, Minnesota, and Missouri. At
the close of the fiscal year the Secretary of the Interior had approved,
with rare exceptions, standards for Minnesota, Missouri, Montana, North
Dakota and South Dakota. By year's end only Missouri had presented an
acceptable statement to protect existing high-quality water, i.e., the
Anti-Degradation Statement.

Water quality surveillance stations on the Basin streams operated
throughout the year in cooperation with local participants. This pro-
gram is actively engaged in developing a master plan for stream surveil-
lance in the Missouri Basin.

Work was continued on the review of plans for new waste treatment
or water pollution control measures of Federal agencies as well as
research and development in the evaluation of new or improved methods of
waste treatment, storm water pollution, and the control of pinpoint
sources of pollution. Work was underway on flow regulation studies and
the program of technical assistance was carried forWard. A new dimension
was added to the Missouri River Basin Regional activities with the acqui-
sition of fixed and mobile laboratory facilities. A small but highly
sophisticated. water quality laboratory was established in Kansas City,
Missouri, as a general purpose unit that can be used as a base of oper-
ations for stream surveys anywhere in the Basin.
