These are the primary functions of the more <br />than 100 dams and reservoirs authorized for construction by the Missouri <br />River Basin Project legislation. <br /> <br />,..d~..".>..",r, <br /> <br />Water control and storage, to be successful, must and does take <br />many complementary forms. Effective soil and water conservation programs <br />on watershed lands by private and public land managing agencies and indi- <br />vidual operators .provide the first opportunity for control. Reservoirs <br />and control works on headwater and tributary streams, and finally larger <br />works on the main stem of our rivers, provide the tools for water control <br />and storage. <br /> <br />The cumulative storage capacity of the headwater and tributary con- <br />trol system constructed by the Bureau of Reclamation since 1943 and now <br />underway is shown graphically in plate 2. <br /> <br />Tributary reservoir storage now totals nearly 11.5 million acre- <br />feet with the completion of Yellowtai1 Dam and Reservoir in Montana. <br />Glen Elder Dam in Kansas, the only major storage unit now under construc- <br />tion by the Bureau of Reclamation, is 96.4 percent complete. <br /> <br />Irrigation.--The irrigation of new land and development of supple- <br />mentary water supplies for inadequately irrigated acres are an important <br />end result of conservation and control of the surface water supply in <br />the Missouri River Basin. Conservation and control structures take many <br />forms, from gigantic storage dams to small canals, drains, and individ- <br />ual farm supply turnouts. To some, the number of dams or the total miles <br />of canals and drains completed has great meaning, but actually these <br />totals are only elements of the whole.
