Water control and storage.--Water control and water storage consti-
tute the base of the multipurpose Missouri River Basin Project. Destruc-
tive flooding can be prevented only by water control and storage--on the
land, in the tributaries, and on the main stem of the rivers. If clean
potable water is to be available for irrigation, recreation, municipal
and industrial use, supplies must be stored when they are available and
used in times of shortage. These are the primary functions of the more
than 100 dams and reservoirs authorized for construction by the Missouri
River Basin Project legislation.

Water control and storage, to be successful, must and does take
many complementary forms. Effective soil and water conservation programs
on watershed lands by private and public land managing agencies and indi-
vidual operators .provide the first opportunity for control. Reservoirs
and control works on headwater and tributary streams, and finally larger
works on the main stem of our rivers, provide the tools for water control
and storage.

The cumulative storage capacity of the headwater and tributary con-
trol system constructed by the Bureau of Reclamation since 1943 and now
underway is shown graphically in plate 2.

Tributary reservoir storage now totals nearly 11.5 million acre-
feet with the completion of Yellowtai1 Dam and Reservoir in Montana.
Glen Elder Dam in Kansas, the only major storage unit now under construc-
tion by the Bureau of Reclamation, is 96.4 percent complete.

Irrigation.--The irrigation of new land and development of supple-
mentary water supplies for inadequately irrigated acres are an important
end result of conservation and control of the surface water supply in
the Missouri River Basin. Conservation and control structures take many
forms, from gigantic storage dams to small canals, drains, and individ-
ual farm supply turnouts. To some, the number of dams or the total miles
of canals and drains completed has great meaning, but actually these
totals are only elements of the whole. It may be more meaningful to say
that by 1968, distribution and supply works had been completed to serve
458,699 acres, as shown in the following table.
