<br />~ <br />f\:l basin, biennial reports were started in 1963 and have continued since <br />~ <br />~ that time. These reports cover the basic studies and evaluations of <br /> <br />salinity conditions. the anticipated effects of additional develop- <br /> <br />ments. the effect of salinity on water use. the potentials for salin- <br /> <br /> <br />ity control. and other related water quality aspects. <br /> <br />The Colorado River Basin Water Quality Control Project was established <br /> <br />in 1960 by the U.S. Public Ilealth Service. These functions were later <br /> <br />transferred to the Federal Water Quality Administration within the <br /> <br />Department of the Interior and. subsequently. transferred to the <br /> <br />Environmental Protection Agency. The early project investigations <br /> <br />assisted in better defining the water quality conditions of the basin. <br /> <br />In 1963, efforts were directed towards evaluating various salinity <br /> <br />problems. <br /> <br />In 1968. the FWQA and the Bureau of Reclamation initiated a joint <br /> <br />reconnaissance salinity control study in the Upper Basin to identify <br /> <br />potential controllable sources of salinity. make preliminary assess- <br /> <br />ments of the technical feasibility of the control measures, and <br /> <br />derive initial cost estimates for installation and operation of such <br /> <br />measures. The first year of the study was financed by the FWQA, which <br /> <br />transferred funds to the Bureau of Reclamation, and the second year of <br /> <br />work was financed by the Bureau. Upon completion of the reconnaissance <br /> <br />studies, FWQA proposed to finance feasibility studies; however. budget <br /> <br />restrictions in fiscal year 1970 prevented funding the studies. <br /> <br />6 <br /> <br />~ <br /> <br />
