The need to detain flood water;s in <br /> <br />Pueblo Rel>ervoir may affect the rights to llse water, including that which <br /> <br />,1'- <br /> <br />can be stored according to CQmPact rulel> in John Martin Reservoir. The. <br /> <br />'-' <br /> <br />administration of flQod wat~rs OCCllrS in a Yer~ limited time frame, and <br /> <br />a greater knowledge of the behavior of the Arkansas River during floodl> <br /> <br />would greatly improve the reliability of the many administrative decil>ionl> <br /> <br />which must be quickly made. <br /> <br />PROPOSED FLOOD ROUTING STUDY <br /> <br />This proposal describes the procedures that would be followed by the <br /> <br />U.S. Geological Survey in studying past flooding and predicting the impact <br /> <br /> <br />of future flooding of the Arkansas River fro~ above Puebi~ Rel>ervoir <br /> <br />(Arkansal> River at Portland gage) to John Martin Reservoir -(Arkansas River <br /> <br />at John Martin Reservoir gage). The study would begin in the 1977 fiscal <br /> <br />year and conclude on September 30, 1978. Historical peak discharge <br /> <br />records would be used to calibrate an existing reservoir release routing <br /> <br /> <br />model and to. develop hyvothe.tical J;loodingcond;l;tions to provide procedural <br /> <br />guidelines for administration of the Arkansas River during flood events. <br /> <br />The study would concentrate on flooqs originating above Pueblo Reservoir <br /> <br />and include tributary flood inflow below Pueblo, A comprehensive final <br /> <br />CVVlIL"" <br />File Copy <br />
