STATEMENT TO THE BOARD OF THE
SOUTHEASTERN COLORADO WATER CONSERVANCY DISTRICT

By J. Selby Young

The President and Legal Counsel of the Board, in recent weeks, shouldered the
brunt of an unusual attack against the Board, the District, and in finality the real
issue is the waters of the Fryingpan Project. Questioned are the methods used _
first, in the .development of such waters, and secondly, the costs of protecting and
defending these same vital waters.

It is now time that this Board, Ditch Companies, users of decreed surface rights,
and other established water in~erests assume individual or collective responsibilities
to the allegations and allegorical charges sponsored by a group of displeased under-
ground water users. This minority found unlimited front page space in a City News-
paper that is historically active and adept in publishing matters of contention and
confusion.
