A copy of such Proposed Budget has been filed in the office of <br />said District at 9(l5 Hiway 5(l West, Pueblo, Colorado, where same is open for <br />pUblic inspection. Such Proposed Budget will be considered at a regular meeting <br />of the Board of Directors, to be held at said office on Thursday, August 11, 1966, <br />at 1:30 p. m.. Any taxpayer within such District may at sny time prior to the final <br />adoption of the Budget file or register his objections thereto. <br /> <br />:1 <br /> <br />Dated at Pueblo, Colorado, July 14, 1966. <br /> <br />:1 <br /> <br />BOARD OF DIRECTORS OF THE SOUTHEASTERN <br />COLORADO WATER CONSERVANCY DISTRICT <br /> <br />by <br />KENNETH SHAW, SECRETARY <br /> <br />The President then requested Mr. Shoun to read the Budget prepared by him and <br />tentatively adopted at the meeting of the Board on July 14; 1966. The President 'I <br />then requested any persons who had sbjections or protests to come forward.. There , I <br />was handed to Mr. Nichols a protest signed by Mr. Rex Mitchell~ attorney at law, <br />Rocky Ford, Colorado. Mr. Nichols then read the protest. The protest was ordered <br />taken under adv.isement by the Board and the budget meeting was continued until the <br />next regular meeting of the Board. Guests at the proposed budget hearing were; <br />Mrs. A. J. McMurray and Mrs. A. L.. Raichfrom the League of Women's Voters; <br />John Werrne, Jr., Boone, Colorado; :qon Peaker. Pueblo, Colorado; Ray Broussard, <br />Colorado Springs, Colorado; and Representative Bill Gillaspie. <br /> <br />Senator Harry Locke stated that he wanted the Board to know how much he respected <br />the la.te Charles Bou8~ead. Mr. Boustead was a sincere lobbyist or legisiative <br />engineer, his integrity was never questioned, and his information was found to be <br />trusted over the years. <br /> <br />Mr. J. Selby Young read a statement to the Board and Harold Christy moved it be <br />incorporated into the minutes of the meeting. This was seconded by. Mr. Schroeder <br />and carried. <br /> <br />STATEMENT TO THE BOARD OF THE <br />SOUTHEASTERN COLORADO WATER CONSERVANCY DISTRICT <br /> <br />By J. Selby Young <br /> <br />The President and Legal Counsel of the Board, in recent weeks, shouldered the <br />brunt of an unusual attack against the Board, the District, and in finality the real <br />issue is the waters of the Fryingpan Project. Questioned are the methods used _ <br />first, in the .development of such waters, and secondly, the costs of protecting and <br />defending these same vital waters. <br /> <br />It is now time that this Board, Ditch Companies, users of decreed surface rights, <br />and other established water in~erests assume individual or collective responsibilities <br />to the allegations and allegorical charges sponsored by a group of displeased under- <br />ground water users. This minority found unlimited front page space in a City News- <br />paper that is historically active and adept in publishing matters of contention and <br />confusion. <br />
