<br />1 <br /> <br />Senator Mark Hillman has provided me with a copy of legislation that he may <br />introduce in the next session of state legislature. The legislation is identical to the <br />language introduced last session that would have required entities transferring <br />water from ag use to M&I use to have an agreement in place with the county from <br />where the water originates. Senator Hillman is asking for our input on this draft. <br />He may end up changing the draft depending upon the input he receives. <br /> <br />Administrative Issues and Activities <br /> <br />Update--Vacancy on the District Board of Directors- District Director <br />Ray Nixon passed away on November 7, 2001, Ray was 95; he seNed on the <br />District Board of Directors for 28 years-since 1973. <br /> <br />I have begun the process of filling the vacancy on the District Board of Directors. <br />A Public Notice will be published in the Pueblo Chieftain and the Gazette <br />Telegraph (see attached) on or before November 23, announcing that an EI Paso <br />County director position is vacant and that applications may be sent to the Tenth <br />Judicial District Court. Deadline for application to the Court is December 17,2001. <br />The Court should be able to complete the appointment process by the January <br />17,2002 Board meeting. <br /> <br />Proposed '02 District Budget- Phil will discuss the details of the <br />proposed 2002 District Budget as a part of the budget hearing scheduled for 1 :00 <br />p.m., during our November 15 Board meeting. <br /> <br />Significant changes proposed in the 2002 budget include: 1) increasing the <br />Emergency Reserve to $175,000; and 2) designating a portion of the projected <br />$8.6 million in District Reserve Funds to the development of storage space and <br />the potential purchase of water rights. <br /> <br />These later two points are significant policy decisions for the Board. I've <br />discussed the reasoning behind the funding of additional storage capacity for the <br />Enterprise Water Management Storage as a part of the PSOP, so I won't repeat <br />those thoughts here. The designation of one million dollars for the purchase of <br />water rights is a new item; although, I did include this idea as a part of my initial <br />recommendations regarding the District's role in a future Arkansas River basin <br />water bank. <br /> <br />8 <br />
