Title of Proposal: <br /> <br />Operation of propagation and refugia facilities at the Ouray National <br />Wildlife Refuge, <br /> <br />II. Relationship to Recovery Program/Ranking Factors: <br /> <br />This project is directly related to Recovery Element IV (i.e, conserve <br />genetic integrity and augment or restore populations) of the Recovery <br />Implementation Program for Endangered Species of the Upper Colorado <br />River Basin, Propagation facilities will provide the linkage between <br />habitat restoration and population restoration by providing refugia for <br />imperiled fish stocks while habitat is being restored, Ultimately, fish <br />produced and/or reared at Ouray will be used to rese~d under-utilized <br />habitat as an interim recovery tool. The goal is to establish self- <br />sustaining populations of the subject fish stocks, Genetic guidelines <br />and genetics management plans developed under the auspices of the <br />Recovery Program will be the basis for the fish propagation activities <br />at the Ouray facility, The Fisheries Division of the U,S, Fish and <br />Wildlife Service has secured $220,000 in FY9S to contribute toward <br />operating, staffing, constructing, and maintaining the Ouray facility, <br /> <br />III. Objectives: <br /> <br />Operate propagation facilities that are needed to protect presumptive <br />genetic fish stocks in refugia and propagate genetic stocks for <br />research, information and education, and augmentation or restoration. <br /> <br />The completed Ouray facility will consist of 24 one-tenth-acre ponds and <br />24 two-tenth-acre ponds (each with separate fish collection/sorting <br />kettles), a ground water supply system, a storage reservoir to maintain <br />a 5 to 10 day supply of water, a hatchery building for spawning, early <br />
