Public Laws 93-320 <br />and 98-569 authorize the Secretaries of Interior and Agriculture to <br />cooperate in implementing any project involving control of salinity from <br />irrigation sources. The recommended plan developed by the SCS would <br />remove an estimated average of 38,000 tons of salt annually. The ASCS <br />would provide assistance to operators for installing needed structural <br />measures in implementing the SCS plan. <br /> <br />Refi,-'~,e_ments _t:.2. the ~roje<:.t_Ylan <br /> <br />Since the 1977 FES, S08e refinements to the project plan have been <br />made as a result of economic and design criteria considerations. Such <br />refinements are a normal function of the design and construction process <br />and do not contribute to further environmental impacts. These refine- <br />ments include the following. <br /> <br />1. In September 1977, the DWCD signed a repayment contract <br />with the United States providing, among other things, for <br />repayment, with interest, of all project costs allocated <br />to municipal and industrial water, including storage of <br />water in Monument Creek Reservoir and the delivery of <br />water in the Cortez-Towaoc Municipal and Industrial <br />Pipeline from McPhee Reservoir to the Ute Mountain Ute <br />Reservation. <br /> <br />When the cost of the project allocated to municipal and <br />industrial water use was projected to exceed the limits <br />of the Dolores Project repayment contract, a need arose <br />to modify the project. Consequently, the State of Colo- <br />rado agreed to dropping Monument Creek Dam and Reservoir <br />and 7.2 miles of pipeline from the project. The negotia- <br />tions on the Animas-La Plata Project resulted in dropping <br />the remaining 12.3 miles of pipeline from the project. <br />The DWCD has agreed to construct these two features with- <br />out Federal financing, subject to financing from the <br />State through the construction fund of the Colorado Water <br />Conservation Board. <br /> <br />2. Since the 1977 FES, Reclamation determined that the effi- <br />ciency of the operation of the project in the Dove Creek <br />area could be improved by combining the capacities of <br />the Monument Creek and Cross Canyon Pumping Plants for <br />sprinkl~r irrigation into one pumping plant, the Dove <br />Creek Pumping Plant, to serve full service land in the <br />Dove Creek area. This pumping plant will be located at <br />the Cross Canyon site. <br /> <br />3.
