<br />. <br /> <br />. <br /> <br />. <br /> <br />o <br />~ <br />..... <br />(JT <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />Under the terms of the agreement, Wyoming would provide some of the <br /> <br />funding for accelerated investigation activities not originally sched- <br /> <br />uled for the current fiscal year, provide data, assist in public <br /> <br />involvement, review and assist in development and selection of a pro- <br /> <br />posed plan, and assist in data collection for an environmental impact <br /> <br />statement. <br /> <br />Reclamation agreed to provide the overall investigation <br /> <br />management, provide technical assistance to the State for any contract <br /> <br />preparation, evaluate alternative plsns, select a proposed plan with <br /> <br />State a~sistance, and prepare the environmental impact statement. <br /> <br />Reclamation also agreed to accelerate preparation of the statement to <br /> <br />more closely match Chevron's proposed development schedule. The agree- <br /> <br />ment called for the draft statement to be filed with the Environmental <br /> <br />Protection Agency by March 1984, with the final statement to be filed by <br /> <br />December 1984, dates that later were extended by about 1 year. <br /> <br />State policies on water use and water rights, including House, <br /> <br />Enrolled Act 3S and Wyoming's contract for water option sales to Chevron <br /> <br />Chemical Company's proposed fertilizer plant, had a significant impact <br /> <br />on the development of alternatives by Reclamation. <br /> <br />The contract with, <br /> <br />Chevron provided that Big Sandy saline water could be substituted at the <br /> <br />Stat..' s option to supply a portion of water purchased from the Green <br /> <br />River. Wyoming emphasized that for an alternative to be acceptable, it <br /> <br />must not propose a reduction in irrigation and must provide for bene- <br /> <br />ficial uSeS of the saline water. State representatives participated in <br /> <br />planning meetings with Reclamation in several public meetings held on <br /> <br />the Big Sandy River Unit study. <br /> <br />18 <br />
