.

.

.

o
~
'I-
~

CHAPTER 1

INTRODUCTION

2. The State of Wyoming reserves the right to provide to Chev-
ron a portion of the 22,500 acre-feet . . . from water devel-
oped as part of a salinity control project on the Big Sandy
Ri ver . . .

3. Should the State elect to provide a portion of the 22,500 acre-
feet . as part of a salinity control project in the Big
Sandy River, said water shall be delivered to Chevron at its
plant site located in Section 15 (T. 18 N., R. 104 W.) . . .
Sweetwater County, Wyoming, or a point mutually acceptable to
both parties . . . .

4. Unless otherwise agreed between the State and Chevron, the
water delivered from a source on the Big Sandy River shall not
exceed 2,000 acre-feet of the first 6,500 acre-feet .. or
fifty (50) percent of the total amount of water purchased in
excess of 6,500 acre-feet per year.

The State of Wyoming initiated coordination activities with Recla-

mation after the latter issued its Notice of Initiation of Investigation

in October 1980. Several Wyoming agencies involved with the SCS study

and Reclamation field work prior to 1980 had formulated alternative

methods for solving the salinity problems in the Big Sandy area and

wished to coordinate their efforts with Reclamation.

Subsequently,

several Wyoming State agencies, including the Water Development Commis-

sion, were represented on Reclamation's planning team.

Since the Enrolled Act's objectives were parallel to Reclamation's

for the Big Sandy River Unit, but with a much shorter time schedule for

implementation, Reclamation requested a meeting with the State to

discuss the two schedules and to coordinate activities. As a result of

this meeting, a June 1982 Memorandum of Agreement was entered into by

the two parties. The memorandum outlined specific responsibilities each

would have in completing the investigation.

17
