UDDer Basin States - The Upper Basin states are regularly
represented by Wayne Cook for New Mexico and the Upper
Colorado River Basin Commission, Robert King for Utah, John
Shields for Wyoming and Gene Jencsok for Colorado. The only
real active participants are Wayne Cook and Gene Jencsok, The
AMWO meetings are regularly attended by the principal state
representatives.
. National Park ServicelGlen Canvon Nation Reclamation Area-
Each agency has one representative on the program. They are the
most active of any program participant. Their goal is a very
aggressive protection of the resources, mitigation of adverse
impacts and improving/or re-establishing historical resource
values. They do not understand or are too concerned about the
Law of the River when it comes to protecting the resources. Bob
Winfree (NPS) is chair ofTWG - generally does a good job.
Grand Canyon Trust: The Grand Canyon Trust (OCT) is concerned with the
protection of the Grand Canyon. They have been very reasonable in resolving
issues; in fact Tom Moody has been instrumental in drafting the BHBF trigger
criteria. Tom Moody has recently been replaced and it remains to be seen
whether the new TWO member is as reasonable, Moody is very knowledgeable
about the Law of the River, reservoir operations, etc,
U,S, Fish and Wildlife Service: The FWS main interest is its responsibility under
the ESA, i.e. protection and recovery of the Humpback Chub and the Kanab
Amber Snail. Other Endangered Species (SW Willow Fly Catcher, Bald Eagle,
etc.) are not an issue at this time. The FWS is dragging its feet on compliance
activities for the Kanab Amber Snail which affects implementation of BOBF.
They also want to test the Seasonally Adjusted Steady Flow Alternative.
Recreational Interests: Grand Canyon River Guides - mostly interested in issues
that affect river rafting such as beach building/erosion, flow rates (maximin flows
and ramping rates)

~).;~
{~~i

::".
".

"~'f
~~':i
-.;,.(
"'",J

'"."'"
,.C

=:':r.

....

.

:"'..

.

9
