<br />, <br /> <br />1:1 <br /> <br />. Cultural Resource Protection - The cultural resource program is not a significant <br />issue. It is of interest only to the Tribes and has relatively little impact on other <br />aspects of the AMP. <br /> <br />. Lake Powell Assessment - The monitoring and research activities for Lake <br />Powell are a contentious issue. The GCMRC recently completed a Lake Powell <br />Assessment which evaluated water quality, temperature regime, biological <br />resources, etc. Dam operations have an impact on upstream resources <br />(temperature, salinity, etc.) Based on this assessment the GCMRC developed a <br />long range research and monitoring program for Lake Powell. <br /> <br />. <br /> <br />Issue - the GCP Act addressed resources downstream from GCD. The Upper <br />Basin States are concerned that if research and monitoring extends upstream of <br />the dam the Operation of Navajo Reservoir, Flaming Gorge and the Aspinall <br />Units may eventually be impacted. However, the States recognize that dam <br />operations affect Lake Powell resources (water temperature and quality) which in <br />turn affect downstream resources. An Ad Hoc group, which includes Colorado, is <br />addressing this issue. <br />Assessment of Adaptive Management Program <br />. So far the AMP seems to work reasonably well <br />. My assessment of the participating parties is as follows <br />. Bureau of Reclamation - Wants to do a good job protecting the <br />resources within the limitations of the GCP Act <br />. Indian Tribes - seem to have a lot of interest only in issues that <br />relate to protection of tribal cultural resources <br />. Lower Basin States - Arizona-California-Nevada representatives <br />attend TWG meetings on a regular basis but do not actually <br />participate very much. They simply want to stay apprised of the <br />programs' activities and how those activities might impact Lower <br />Basin interests, especially the Multi Species Conservation Plan.
