Glen Canyon Dam (GCD) was authorized in the 1956 Colorado River Storage Project <br />(CRSP) Act <br />. Glen Canyon Dam was completed in 1963 <br />. Glen Canyon Dam was operated under the CRSP Act, CRBP Act and the Long Range <br />Operating Criteria <br />. The CRSP Act (Sec. 7) directed that oeD be operated "so as to produce the greatest <br />practicable amount of power and energy..," (peaking power operations) <br />. GeD was operated primarily for peaking power, from 1963 to resulting in rapid and <br />high fluctuations of flow <br />. Reclamation planned to uprate the power plant in 1982 and was required to conduct <br />environmental studies pursuant to NEP A <br />. Phase I Studies 1982 - 1988 <br />. Phase II Studies 1988- <br />. Phase I Studies claimed significant adverse environmental impacts to Colorado River <br />resources downstream from the Dam <br />Basin States Response to the Phase I Studies: <br />. Not enough evidence of adverse impacts <br />. Opposed to further studies <br />. Opposed to changes in Dam Operations <br />. Secretary of the Interior (Lujan) in July 1989 directed that an EIS be prepared on the <br />Operation of GCD, <br />. The Secretary also directed on August 1, 1991 that less destructive "Interim Operations" <br />be implemented; see 1990 AOP, 1991 AOP and 1992 AOP for discussion on Interim <br />Operations.
