FERRITER <br />Chief, Mine Waste and Construction Division <br />SUBJECT: Investigation and Evaluation of Bulldog Mine Lower <br />Tailings Dam, Creede, Mineral County, Colorado, nN+" <br />Homestake Mining Company fi <br />Subsequent to a request by the Rocky Mountain Subdistrict Field Office, <br />the tailings pond at the Bulldog Mine was inspected on June 23, 1982, <br />by Safety and Health Technology Center personnel. y <br />From the standpoint of safety, the dam is considered to be in the moder- <br />ate to high hazard category in the event of failure. As indicated in <br />the attached report, seepage through the foundation of the dam and its <br />possible effect on embankment stability are of major concern at this <br />time. <br />The company has obtained the services of D'Appolonia Consulting <br />Engineers, Inc. to design a seepage control system. It is our under- <br />standing that the company is installing a slurry wall for environmental <br />purposes, and is strongly considering a grout curtain through the dam <br />and foundation to reduce further seepage. <br />At this time, we question the safety of the embankment due to the possi- <br />bility of material having been removed from the foundation and the <br />increasing seepage rate. We concur with the installation of the slurry <br />wall and grout curtain, and recommend that the company be required to <br />submit to MSHA a report by a competent professional engineer that either <br />substantiates the safety of the embankment, or recommends additional <br />remedial work. If remedial work is recommended, it should be accomp- <br />lished as expeditiously as possible.
